Scott Baker faces 28 animal cruelty counts after a welfare check in Tallassee, Alabama, WSFA reported September 18, citing police.
Lieutenant Matt Manning told the station that officers found 29 dogs in a shed where Baker was living. Three were dead, one escaped and 25 were taken to the Humane Society of Elmore County.
