The death and arrest happened before this week
Police allege Martinez took Kobe from his home the evening before July 4 and left him at the fence. Investigators said there was no food or water and no arrangement for someone else to care for him.
Yonkers police and SPCA Westchester investigators arrested Martinez on August 27. Patch reported the case September 16.
