Hanover Humane Society and developer Oppidan planned further discussions after an October 8 community meeting over proposed warehouses near the Virginia shelter, WWBT reported. Shelter leaders say nearby construction is frightening dogs and fear additional noise and truck traffic.
The dispute involves two distinct developments: a neighboring data center and a separate warehouse proposal. Treating the proposed warehouses as already approved would go beyond the reporting reviewed for this article.
The concern is close to the dogs’ walking trail
Andrew Paine of Hanover Humane Society told WTVR that the trail runs beside the construction and gives dogs space to walk, socialize and adjust to people. He said the proposed truck route would pass close to the shelter’s property.
Those are the shelter’s accounts of the impact. They do not, by themselves, establish a veterinary finding of injury or an independently measured noise threshold.
Oppidan told WTVR it takes the animals’ welfare seriously and had offered a fence along the shared boundary. WWBT’s meeting report describes a proposed six foot fence and buffers, with residents seeking stronger protections. The parties said they intended to discuss a solution; the reporting does not establish a final agreement.
What the official notice confirms
Hanover County’s calendar lists the October 8 community meeting at Ashland Christian Center, from 6 to 7 p.m. The planning references are REZ2026 to 00032, CUP2026 to 00015 and SE2026 to 00024, naming KTJ 447, L.L.C. and Oppidan Inc.
The calendar establishes the meeting and application references, not an approval. WWBT reported that the warehouse plans require permits in Hanover and Ashland. Its report said hearing dates had not been set.
The next substantive developments to look for are revised plans, a documented protection agreement and formal planning decisions. This article covers the October 8 meeting and the responses reported afterward.
